Core Priorities

Cindi Amaral Flanagan believes our community is defined by how well we care for one another and protect what we love.

To her, preservation is a promise—to honor our past, protect our natural beauty, support our local businesses, and ensure fairness, safety, and opportunity for every neighbor.

By listening, leading with compassion, and valuing every voice, Cindi is committed to building a New Smyrna Beach that remains strong, welcoming, and worthy of future generations.

Flooding & Resilience

Flooding impacts homes, businesses, and our quality of life. Cindi understands this personally—her own business was damaged during Hurricane Ian. She supports: - Continued maintenance and improvement of drainage and canal systems - Exploring new technologies and best practices used around the world - Educating homeowners and business owners on practical mitigation tools - Long-term planning that balances flood protection, drought preparedness, and fire prevention. This is about preparedness, innovation, and protecting our community. Mother Nature waits for no one.

Smart, Balanced Growth that Preserves our Historical
Character

Change will come, but growth should be intentional, at the right pace, and rooted in our community Cindi believes: •Residents deserve a strong voice when development decisions are made •Developers must be partners in preserving what makes New Smyrna Beach special •Mature trees, native landscaping, and flood-resistant materials matter •Growth should benefit the entire community. It must fit our city and honor our history, not change who we are. •The infrastructure should ensure the safety and health of its residents. Cindi supports slow, carefully planned, responsible development that respects neighborhood character, protects our environment, and invests in long-term infrastructure — so growth strengthens New Smyrna Beach instead of straining it.

Protecting Our Natural Resources

The Indian River Lagoon and our wetlands are our crown jewel. Cindi is committed to: •Protecting the lagoon and wildlife at the local level. •Supporting environmental organizations and science-based solutions •Preserving the lagoon as both an ecological treasure and environmental heritage. A healthy environment is essential to a healthy economy and community.

Listening to every Neighborhood

Beachside or mainland—every neighborhood matters. Cindi believes good leadership starts with listening. She will work collaboratively with residents, city staff, and county partners to address shared challenges like beach management, parking, property taxes, infrastructure, and state policies that impact local control. She’s never been a politician—she’s a neighbor with a lifelong stake in New Smyrna Beach.

Champion for Small Business

Local businesses define the character of New Smyrna Beach. As a small business owner, Cindi understands the real-world challenges entrepreneurs face. She supports policies that encourage small business success and a thriving local economy.
